i didnt say that! how many times do u think that happens? police have different branches to do different things, of course if someone breaks any law in front of them theyll do something, but what im saying is traffic branch devote their energies to road traffic offences specifically, so theyre constantly on the lookout for people speeding etc because ITS THEIR JOB.

i would call them the 'money collecting branch' when they get briefed every morning its something along the lines of, ok we have had a slow week so far and we need to increase profit see who wants to make a donation.
