some cars come as standard with what the mot would call a 'stretch', but the tyre manufacturers call well within safe fitment requirements. How do they deal with that one?

they also don't show the bead or the inner walk of the alloyE46 M3 rear tyres arent 90degress iirc.
How's that even possible? Narrower yes but will a smaller diameter even go over the bigger rim?Tyres not properly fitted exposing the bead or inner wall of the rim will be a reason for rejection.
A BMW Mini was presented for test with 15" tyres fitted to 16" rims, this is what prompted this move.

Several instances, this Mini was the prompt for a centre manager to send an enqury
I cannot fathom how this is going to be fairly enforced, there are so many variables with different tyres and rims. Its far too subjective.
